Why is there a 20 öre Lösen label in this parcel card?

Answer

The Lösen 20 öre is for payment of the customs handling fee. This fee was paid to the postal service for handling of the actual customs fee. In this case, the custom fee (the Swedish stamp tull translates to customs) was 38 öre.
